Then maybe Shelly and Blade knew each other before the scene where he says "you think that arm makes you look cool or something?" in the trailer, which takes place in Chicago. So apparently the GDF and HardCorp were working together trying to stop Heskel and they were baited to one of his facilities in Washington where this bomb was active. HardCorp would make sense since that's the PMC John Blade worked for) and the General replies, "absolutely not! they can do this! Harrison (Shelly) can do this!" Then one voice says, "we need to withdraw, HardCorp is already pulling them out" (although I hear 'hardcore', I'm not sure. So this seems to take place during the "Washington Incident".
